As Mayor of Manchester, I was Chairman of our local School Board. During that time my belief that
local control was essential in education grew even firmer. Parents and local taxpayers need to be in
charge of the direction and costs of our children’s education.

dollars to a school of their choice, whether it is public, private, charter or home schooling?
Yes I do.

The Second Amendment of the Constitution clearly protects our rights to own and carry firearms. I
am in favor of a reciprocity law that protects citizens from states like Vermont and Alaska that don’t
license gun ownership.

Getting federal spending under control, getting government bureaucrats out of the way of small
business which is the driving force behind our economy, and returning our country to its founding
principles.
5. Do you believe that illegal aliens should have the right to government welfare programs?
No I do not. I believe that illegal immigrants are not entitled to the benefits provided to American
citizens and that they should not be allowed to remain in our country. I disagree with those candidates
for federal office who want to set up a registration system for illegal aliens granting them legal
recognition.
6. What is your solution to the energy crisis?
First-off, I am against the proposed Cap-and-Trade legislation passed by the House last year. A U.S.
Department of Treasury report obtained and released by the free-market Competitive Enterprise
Institute found that a cap-and-trade law would cost American taxpayers up to $200 billion a year; the
equivalent of hiking personal income taxes by about 15 percent.
An “all-of-the-above” market oriented approach to our energy policy is the best approach. Simple
economics will tell you that if we drill here, we pay less. Despite the tragic spill in the Gulf, I still firmly
believe we should harvest our domestic oil resources and stop giving money to foreign countries that
certainly don't have our best interests in mind. It is as much a National Security issue as it is an Energy
issue. However, I also believe we must implement an “All of the Above” energy plan that will increase
the production of nuclear power, wind and solar energy, alternative fuels, and other environmentally
responsible energy sources that will decrease our dependence on foreign oil. Now is not the time for
job killing mandates that restrict the development of American energy resources. Now is the time to
incentivize it.

cut for every day until the September 14 Primary. That program is called Frank’s Fifty and is offered
as an alternative solution to the massive budget deficits being racked up daily by the Obama
Administration, the Congress and our Congresswoman Carol Shea-Porter. This combined with my call
for a National Spending Cap, Zero-based Budgeting for All Federal Agencies, a complete audit of all
federal programs and a Balanced Budget Amendment will be important steps in getting control of the
runaway train that is federal spending. My first three cuts proposed are:
Proposed Cut #1: Defund and replace the highly unpopular Patient Protection and Affordable Care
Act (ObamaCare). With cost estimates continuing to grow, the nationalization of our healthcare is
becoming far too expensive for taxpayers. I propose defunding the program and replacing it with
reforms that make healthcare more accessible and affordable for all Americans and without raising
taxes on working families and small businesses.
Day 1
Proposed Cut #2: I support the ban against using so-called stimulus funds to pay for road signs
announcing the American Recovery and Reinvestment Act and also support recouping our tax dollars
from this frivolous program. Road signs are not economic development programs and they do not
create jobs. These signs serve only as taxpayer funded propaganda touting the Administration’s
efforts to turnaround the American economy. The savings would amount to $5 million according to
recent White House estimates but we need to start scrutinizing every dollar if we are ever to eliminate
our deficit.
Our Congresswoman Carol Shea-Porter had a chance recently (Roll Call Vote #437 on HR 1509 – July
14, 2010) to stop funding this program and using the money instead to cut the deficit. Rather than
supporting taxpayers and the interest of the American economy, she voted with her party to continue
to fund this ridiculous program.

Proposed Cut #3: I propose a freeze of federal employee pay for one year. Such a freeze will not only
save taxpayers $2 billion next year, but it will also hold government employees to the same standards
as private sector employees and small businesses. This is a common sense approach to cutting the
budget that might not be popular with government employees but is the right thing to do on behalf of
the taxpayers of our country.

Yes, I believe we should bring transparency and accountability to the Federal Reserve by directing the

my public school science classes?
Yes I would. I do think however that the ultimate control of education and curriculum should be left up
to parents.
13. Do you support a progressive form of taxation or a flat form of taxation?
I believe we should enact a simplified tax system that scraps the present Internal Revenue Code. I
generally favor a flat form of taxation.
14. Do you support the health care reform bill and if not what type of bill would you support?
I oppose ObamaCare and if elected, I will sponsor, co-sponsor, or support any bill that repeals and
defunds the takeover of healthcare by the federal government. I believe that we must replace the
current legislation with free market reforms like removing interstate boundaries to health plans,
allowing business to pool their resources to get better rates, and tort reform. This type of common
sense approach will make healthcare more affordable and available to the American people.
15. What do you think is our most pressing family/social issue? (i.e. defense of marriage act, abortion
etc.) What will you do to address it?
I am most certainly pro-life and pro-family. I believe the most pressing social issue is the funding
of abortions with taxpayer dollars through ObamaCare. I would address this by supporting and
strengthening the Hyde Amendment and by repealing ObamaCare.
16. Who should be responsible for the printing and managing of our currency?
The Congress is responsible for printing and managing our currency.
17. Should international law be used to influence national law?
I oppose our ratification of treaties which subject American citizens and businesses to international
law. American citizens abide under the strictures of the US Constitution which remains superior to any
set of international laws.
18. Should our legislators or judges be impeached for enacting unconstitutional legislation?
Impeachment is a serious action that should not be entered into lightly. Legislators who enact
unconstitutional policies should be exposed and removed by the voters who elected them. Judges
in turn should not be granted life tenure and instead should be subject to a review process of their
decisions. If they don’t pass constitutional muster, they should not be reappointed to the bench.
19. How do you view our constitution, as a fluid or absolute document?
Our Constitution is an absolute document. I believe in a strict constructionist interpretation of the
Constitution.
20. Would you consider yourself pro-choice or pro-life?
Pro-Life. As a father, I understand the value and dignity of every child - born and unborn. It is for this
reason that I recognize the importance of defending the sanctity of human life.
21. Would you support a bill providing amnesty to illegal aliens already living in the United States?
No. As I wrote in response to an earlier question, I also don’t believe they should be allowed to stay
in this country illegally. Some have called for a registration system for illegal aliens, I don’t agree.
We are a nation of laws. If we allow illegal aliens to stay here illegally we will only end up with more
illegal aliens.

According to the non-partisan Congressional Budget Office (CBO), the cost of the recently
passed “stimulus” package could reach $1 trillion dollars and increase the already bloated federal
deficit. Meanwhile, Americans continue to lose their jobs as Democrats pile on more job-killing policies
that stand in the way of economic recovery. Economic recovery does not come from Washington – it
comes from the private sector. Washington can help by getting out of the way of small businesses and
entrepreneurs.

No. It has cost taxpayers dearly and did nothing to prevent the economic meltdown that followed. The
market should be allowed to self-correct. I don’t believe in the notion that anything is “too big to fail.”
